Restitution payments to human trafficking victims not taxable

Under   Notice 2012-12 (BNA) to be published Feb. 6, the IRS  announced that mandatory restitution payments to victims of human trafficking for various medical, housing, child care and other expenses--including the value of the victim's labor to the defendant--are excluded from income.
